RESEARCH PROBLEM:

Bridging Project was created by a group of practitioners from a variety of organizations interested in the development of intersectoral anti-elder abuse practices (Research Chair on Mistreatment of Older Adults, the Montreal Senior Round Table, the City of Montreal Police Department and the CSSS Ahuntsic-Montréal Nord, with a commitment from SAVA, a peer mentoring project for seniors from the Carrefour Montrose, and the support of the Montreal regional conference of elected officials). They wanted scientific assistance in a process they had already begun to document their intersystem cooperation process which, despite the best intentions of the participants, had run into several obstacles.

GOAL OF THE PROJECT OR RESEARCH QUESTION:

This action-research project documents and models intersystem elder abuse efforts, based on innovative practices currently being tested in the north-eastern sector of Montreal, in order to evaluate the effects and, using action-research, develop a final model that will be rolled out across a wider territory.

OBJECTIVES:

1. Document current intersectoral practices.
2. Based on current practices and a literature review, identify conditions that enhance or obstruct the development and maintenance of formal intersectoral relations that are respectful for the partners’ respective mandates.
3. Develop an intersectoral intervention model.
4. Identify an innovative practice of intersystem work that is regarded as reference model.
5. Document and analyze this practice in three case studies of duos of cross-sectoral stakeholders, and their collaboration with other sectors of intervention.
6. Produce a final model based on the results of the previous steps. Ensure follow-up for two of these duos (1 old, 1 latest, 1 new).
7. In the light of all the previous steps, propose a model of enhanced intersystem practices.
8. Disseminate the results of the action-research in Quebec to promote the use of the developed intersystem practice model and to develop the process in order to reflect the local environment.

MEHODOLOGY:

Action-research:

Diagnosis/current situation and identification of the essential elements of an ”ideal” intersectoral work model.

Identification of innovative intersectoral practices to counter elder abuse against older adults that will serve as a reference.

Documentation and analysis of the practice model based on three case studies; monitoring of three existing cases:

Search for documents;

Individual interviews with each participant of the duos;

Follow-up interview with the duos three times during the year;

Observation by the Chair of an intervention made by two police officers;

Participation to the territory’s three round tables regarding the project and observation of the duo’s integration within these tables for a year.

Preparation of a research report on the case study.

In the light of the results obtained to the previous step, proposal of guidelines for duo pratice.

Communication of results, dissemination of the model.

PROJECT ADVANCEMENT:

In the first year of the project, Bridging Project has first allowed to each organization to achieve a better position on the field of intersystem practices by clearly identifying its individual and intersystem practices and then, to collectively identify the main intersystem workplaces (namely round tables which have very different compositions and operating modes from each other) and an innovative practice, either the duo formed by a SPVM police officer and a psychosocial counsellor (from the health and social services network or from a community organization).

For the second and third year, case studies were conducted in the three CSSS territories. Practices in duo were documented through observations, interviews and participation in three round tables. There is one more data collection to perform in January 2015 and the follow-up will be complete. The analysis of the results led to the drafting of a research report on the intersystem duo practice model to counter mistreatment of older adults, as well as to the drafting of an interdisciplinary literature review of writings which documented in depth the intersystem work. Based on all of these data, a practice guide on the intersystem duo police officer/practitioner of the public or community network of the health and social services sector has been developed. It provides guidance on the establishment of such practice. All of these deliverables were tabled at the end of the project on March 31, 2015. They were also made available on the Chair’s website (in the English and French project description, in the Chair’s productions section, as well as on the home page) so that all can easily have access.

The Chair has been experiencing knowledge transfer since the end of the Bridging project. The Chair has indeed made several presentations and several others will come, in addition to writing two scientific articles. In order to disseminate its results to a wider audience, the Chair has proceeded to the translation of the Guide Arrimage (The Bridging Guide in English) in the fall of 2015. The Chair will also provide a workshop on how to use the Guide during the fall of 2015.
