Les acteurs, notamment bénévoles, dans l’émergence, le développement et la mise en œuvre des politiques publiques de lutte contre la maltraitance envers les personnes âgées en France. Une analyse critique des politiques et pratiques à partir d’un regard croisé avec le Québec.

RESEARCH PROBLEM :
In the last decades, the subject of countering mistreatment towards older adults became prominent in France and Québec. The emergence of this theme in publics debates, notably in public policies, became pressing. Thus, the public authorities, in France, are taking this mistreatment into account by updating certain laws such as the law n° 2007-308 about the reform of legal protection of adults on March 5, 2007 or by incorporating certain provisions in creating new laws such as the loi d’adaptation de la société au vieillissement n° 2015-1776 of December 2015. The purpose of this research is to understand how this issue arrived on the political agenda and how it evolved within the public policies. It is about precisely studying the process by which these themes of mistreatment ermeged in the public debate, and how it was materialised in public policies and with which actors’ contribution.
The implementation of the politique de lutte contre la maltraitance des personnes âgées (PPLMPA), in France, lies in part on the volunteering with the listening associations of ALMA (Association de lutte contre la maltraitance des personnes âgées et des personnes handicapées). It seems necessary to understand the foundations. In Québec, in 2010, the government as part of its PAM 2010-2015, replaced with a professional telephone helpline (the helpline Aide Abus Aîné), the helpline Info-Abus which was maintained by volunteers . From this point, it was employees who would answer and analyse the mistreatment situations to propose to callers what adapted resources they could use. This research asks about the place of volunteer associations in the process of countering mistreatment and why volunteers are used to implement public policies to counter mistreatment of older adults.
GOAL OR RESEARCH QUESTION :
This research aims to answer the following question: Who are the actors, notably the volunteers, their strategies, their places and what realities create mistreatment that participate to the development of facilities and public policies of countering mistreatment of older adults and their implementation in France?
OBJECTIVES :
Three objectives guide this research:
– The first objective aims to examine the content (laws, decrees, programs, action plans,…) of the politique publique de lutte contre la maltraitance des personnes âgées en France (PPLMPA).
– The second objective aims to specifically analyse the place and role of ALMA’s volunteers in the implementation of countering mistreatment within the PPLMPA.
– The third objective consists in analysing the contributions of involved actors in the emergence, the development and the implementation of the PPLMPA, notably their strategies to influence the PPLMPA. Particularly, the volunteers who administrate associations and federations that defends the rights of older adults and the associations to counter mistreatment of older adults and the associations de lutte contre la maltraitance des personnes âgées ALMA.
METHODOLOGY :
This is an exploratory and comprehensive research. The chosen methodology is qualitative. Data collection favors data bases. First of all, document analysis is used on many publications (1stobjective), complemented by a narrative approach, by using semi-directed interviews with the principal actors concerned by this research: listeners volunteers, referents volunteers and administrator volunteers of the ALMA associations (2nd objective), the volunteers administrators of associations and federations that defends the rights of older adults and countering mistreatment (3rd objective) but also the territorial jurisdictions (ARS, County Council), the employees of associations and federations that defends the rights of older adults and countering mistreatment of older adults, the governmental actors and the elected officials, actors that allows to better understand the issues and to better determine the contextual elements of elaborating public policies to counter mistreatment of older adults in France. The document analysis and the interviews analysis will be subject to a fresh perspective with the facilities to counter mistreatment of older adults in Québec.
