RESERCH PROBLEM :

One of the mandated functions of user committees (UC) under the law concerning health and social services, is to defend users’ rights in health and social services establishments in Quebec. In the exercise of their responsibilities, user committees deal with reports of alleged mistreatment of older adults, as reported by users, their family members, loved ones, and personnel (as witnesses and intervenors hoping to end similar situations).

In the context of countering the mistreatment of older adults and the research aimed at its prevention, correction, and cessation, it seems more than pertinent, socially and scientifically, to evaluate the mechanisms in place to prevent or counter mistreatment, especially since it has been infrequently done.

GOAL OR RESEARCH QUESTION :

The purpose of this multiple case study is to describe and understand how the users’ committees (UCs) in Quebec’s social and healthcare services networks cope with the situations of mistreatment against older adults that are brought to their attention.

OBJECTIVES :

Research goals are:

  1. Carry out a descriptive and critical inventory regarding situations of mistreatment of older adults that are brought to the UCs’ attention;
  2. Document each of the steps taken in these situations until the users’ committees’ involvement ends;
  3. Establish the scope and the limits of UCs’ actions and propose alternative ways of improving them.

METHODOLOGY :

The project is a multiple case study.

From April 2014 until April 2015, three user committees were studied regarding situations brought to their attention and their response. We attended committee meetings, observing their exchanges (94 hours of observation), held 13 interviews of UC members, and analyzed their documentation (minutes and annual reports).
