Topic: My interest focuses on mistreated seniors. My research topic emphasizes questions regarding satisfaction, needs, perception and expectations of older adults who have been victims of mistreatment and who have benefited from the police intervention in that context. How do they perceive the police work? Are they satisfied or not? Do these police interventions meet their needs?

The purpose of this multiple case study is to describe and understand how the users' committees (UC) in Quebec's health and social services centres (CSSS) cope with situations of mistreatment against older adults that are brought to their attention.

 

The objectives are:

 

1. Making a descriptive and critical inventory of mistreatment situations against seniors that are brought to the UC's attention;

 

2. Documenting each of the steps regarding these situations, that is to say until the time the committee stops its action; and

 

3. Establishing the scope and the limits of UC activities and proposing ways to improve them.

 

Changes made to the UC mandate, following the adoption of Bill 83, lead to a greater understanding of their functions when mistreatment situations are brought to their knowledge. Their mandate is now focusing more, among other things, on the defense of the user rights of the health network (MSSS, 2006). It is important to document their practices, since these committees are composed of actors who are not all traditional key players of the regulating process (volunteer members) and that they are involved on the territory as a whole, in a decentralized manner (Mascova, 2012). It is important to know that there are more than 320 UCs and committees of residents in Quebec (RPCU, 2012). To the best of our knowledge, no study provides the necessary information in order to understand the daily life of UCs in relation with mistreatment situations. There are no data on these situations.

The home-based care approach of health services and the tightening of rules regarding the certification of seniors' residences have led to a growing pressure on seniors' private residences, especially in small rural communities. We can see in parallel new options such as the Autonomy Insurance or social housing cooperatives. Recent and future changes in seniors' residences in Quebec raised important issues that may seem as challenges or opportunities for actors in social economy, private sector and political actors.

Topic: The recognition of the caregiver's role by the Government and its effects through its evolution according to the older adult's life environment.

 

The home-based care approach of health services prompted the Government to recognize caregivers as key players for home services provided to older adults. Nevertheless, this caregiver role requires a full commitment and several responsibilities. When they assist an older adult to his/her natural residence, the Government provides a certain form of support to the loved ones (e.g. home support services, respite, tax credit, etc.). In doing so, the Government recognizes their role as caregivers and their needs in that regard. However, what about the loved ones who continue to bring support to an older adult living in a housing environment? If the nature of the support provided by caregivers changes after the housing stage, studies show that the involvement, the burden and negative impacts remain similar to those denounced in the context of the "natural" residence. The support provided to caregivers in the previous context is no longer accessible once the older adult is accommodated; it may seem paradoxical since the Government includes all types of living environments in its definition of "residence". Therefore, this essay focuses on analyzing the recognition of caregivers by the Government and its effects through its evolution according to the older adult's life environment.

Subject: Self-neglect in older adults : the issues of social work intervention


This research project aims to explore how social workers intervene with older adults who neglect themselves. The objectives are to clarify the concept of self-neglect; to document effective interventions and resources mobilized to address the issues raised by social intervention; to formulate avenues of reflection and of actions for effective and favourable intervention practices; to propose thought on the possible inclusion of self-neglect situations in the social response to prevention of mistreatment.

Subject : In what ways are situations of mistreatment of older adults in residential institutions addressed? 

 

Through my thesis project, I would like to learn about the different dynamics existing between an elderly person with diminishing autonomy and the caregiver.  More precisely, I am looking for the types of dynamic that can lead a vulnerable person to experience mistreatment, abuse or neglect while in a residential institution. Several questions fuel my thesis project’s preliminary positioning, the general question of which being: in what ways are situations of mistreatment of older adults in residential institutions addressed? From this general question arises a series of specific questions: Did or did not the dynamic of mistreatment exist before the admission of the elderly person to permanent accommodation? When did doubts about mistreatment appear in the file?  During follow-up in the home?  Following admission to accommodation?  When did intervention take place? What type of intervention was carried out? What were the effects of this intervention? Etc.

I am a former student who contributes to the dissemination of the Chair's work. Mrs. Beaulieu has supervised my Master's degree in Health Law at the Université de Sherbrooke.

 

 

Topic: The vulnerable older adult and mistreatment at home: a complex issue.

 

Brief description: Mistreatment of seniors is a social issue with serious consequences and has become a priority for governments. We approach this polymorphous phenomenon by focusing first on relevant general concepts and by bringing a critical eye. Identifying such situations is difficult: since in addition of difficulties encountered by professionals, general overviews of stakeholders require further elaboration. Our study has focused on able seniors but vulnerable, concept that is certainly not easy to convey. In order to avoid ageism, the province of Quebec has refused to establish a special law in protecting seniors, since it relies on the Charter of Human Rights and Freedoms, which includes the concept of abuse. Moreover, in general, professionals cannot report mistreatment situations because of the obligation of professional secrecy. The decision to protect a mistreated senior raises very sensitive legal and ethical dilemmas. Finally, we discussed about different interventions implemented in an attempt to deal with this social issue and in order to optimize the protection of vulnerable seniors.
