The development of the Policy Framework to Counter Mistreatment of Older Adults in Institutional and Long-Term Care Settings was carried out by theIntegrated Health and Social Services University Network for West-Central Montreal, with the support of the Ministry of Health and Social Services and the Ministry of Family. As part of this work that spanned over six months, Marie Beaulieu, the Chairholder, was consulted as an external expert.

This document is intended as a tool for managers of the integrated centres of health and social services (CISSS) and the CIUSSS, their counterparts with a university mission. It may serve as an inspiration for the establishment of policies and procedures to prevent, detect and intervene in situations of mistreatment of older adults that could occur within their nursing homes and long-term care institutions. This policy framework provides avenues for action to enhance management practices and address explicitly various issues related to mistreatment in this context.
