On December 2, 2015, the Ministry of Health and Social Services (MHSS), as well as the Ministry of Family (MF) gave a specific mandate to cutting-edge practice to counter mistreatment of older adults of the University-affiliated centre of social gerontology of the Integrated Health and Social Services University Network for West-Central Montreal. This mandate consisted of developing a policy framework to counter mistreatment of older adults in institutional and long-term care settings.

A working committee was established to carry out the work. The members are:

  • Sarita Israël: Cutting-Edge Service Coordinator to counter mistreatment of older adults, University-affiliated centre of social gerontology of the Integrated Health and Social Services University Network for West-Central Montreal.
  • Anne Fournier: Support for knowledge transfer and special projects in mistreatment, University-affiliated centre of social gerontology of the Integrated Health and Social Services University Network for West-Central Montreal.
  • Marie-Ève Manseau-Young: Planning, Programming and Research Officer, Elder Abuse Help Line
  • Claire-Joane Chrysostome: Assistant, Development of the University Mission, Partnership and Outreach; Coordinator of the Research Ethics Committee, University- affiliated centre of social gerontology of the Integrated Health and Social Services University Network for West-Central Montreal.
  • Linda August: Head of program administration - Support for Elderly Autonomy (SAPA) long-term care, Integrated Health and Social Services University Network for West-Central Montreal.

The team also sought the opinion of three external experts:

  • Marie Beaulieu: Chairholder of the Research Chair on Mistreatment of Older Adults, University of Sherbrooke
  • Josée Bernier: Assistant Director, Support for Elderly Autonomy (SAPA) program, Integrated Health and Social Services University Network for the Estrie region-CHUS
  • Paul Martel: Regional Coordinator of the Government Action Plan to Counter Elder Abuse- Estrie region, Integrated Health and Social Services University Network for the Estrie region-CHUS (Memphremagog)

The work of the Committee started in December 2015. It was based on standards and current practices, as well as evidence for countering mistreatment of older adults. The Working Committee aims at developing a framework policy to counter mistreatment of older adults that focuses on the context of residential and long-term care centres (CHSLD), but which can be adapted and implemented in any other residential settings. The policy is proceeding well. Partners within the Integrated Health and Social Services University Network for West-Central Montreal have already read the first version and the Committee is currently making changes. The final version of the policy framework should be submitted to the MHSS and the MF over the next few weeks.
